Rates on 30-year mortgages again reversed course Tuesday, dropping a tenth of a point after rising 12 basis points over the previous two days. The 30-year average has bobbed around in a wide range this month, first spiking to an estimated 20-year high of 7.70%, and then plummeting last week by more than a half percentage point to 7.17%.
